I am getting connection timed out error while accessing repository: repository EGit 2.1 - http://archive.eclipse.org/egit/updates-2.1 , I have restarted the NWDS multiple times and there is no luck.

I am trying to Install EGit 2.1, when I add the name and url, getting an error and not populate its components/nodes.

Please find attached screenshot for reference and kindly let me know how to resolve it.

The 2.1 update site is still available on the archive server, though the archive server content is not
mirrored to the Eclipse mirror sites around the world.

Try to download the zipped update site using curl:
$ curl -O https://archive.eclipse.org/egit/updates-2.1/org.eclipse.egit.repository-2.1.0.201209190230-r.zip
Then you should be able to install from the downloaded archive via "Help > Install new software... > Add > Archive".
Find more information about old releases in the EGit FAQ [1].

Why are you using a 7 year old version of EGit ?
The latest release is 5.4.2.
