Help Contents icons Expand topics and Book closed are missing [message #1808599]

I'm using the following Eclipse:

Eclipse Modeling Tools

Version: 2019-06 M3 (4.12.0M3)
Build id: 20190530-0926

When I open the Help Contents, the icons does not appear and are replaced by the text Expand topics and Book closed (see attachment).

I'm running on Windows 7 Entreprise Service Pack 1.

Any help why this happen and how to fix it please ??
