Clearly, I have internet access; that's how I downloaded the install package. There was just a HUGE Windows 10 update! File and folder permissions are so tight that when I store s download into s fresh folder, it PERMANENTLY 'Read Only;' Thanks Microsoft. I don't know if that is related to the failure, and I certainly don't know what else was 'improved!' I am a newbie in this world even though I have been programming for over half a century. (I have trouble relating to that, and it's true.)

It's hard to say but certainly if you don't have enough space in your home folder or things are not writable there, you'll major problems.

You can look in your home folder under .eclipse\org.eclipse.oomph.setup\cache to see what was successfully downloaded by the installer. There should be a file called http___www.eclipse.org_setups_setups.zip in that folder, but I expect it won't be there because that failing to download is what causes this error message to be displayed. The installer downloads https://www.eclipse.org/setups/setups.zip so you might test if you can successfully download that from a browser.
