I've just migrated my site from PHP 5 to PHP7.3 and all single quotes in my text are displaying incorrectly

E.g Mary�s brother

It's a mature site and I don't want to have to go through every single page and correct the problem in the plain text blocks.

Any idea what I can do to resolve the issue?
