I found the bug of forums.

This URL is collect.
When it does not add the trailing slash, it shows another topic in forums.

https://www.eclipse.org/forums/index.php/t/198167

This URL does not show https://www.eclipse.org/forums/index.php/t/198167/.

But the URL shows https://www.eclipse.org/forums/index.php/t/19816/.

https://www.eclipse.org/forums/index.php/t/198167 and https://www.eclipse.org/forums/index.php/t/19816/ are the same URLs.

I think if the URL does not the trailing slash, it should show 404 pages or add the trailing slash.
