Yes, Oxygen does not work with Java 11. If you need Oxygen you must use an older JDK, if you need Java 11, you must install a newer version of Eclipse.

While it is possible to use an older version of Eclipse with a brand new JDK and
current O.S. by looking through the information from the sticky post at the top of
this forum, https://www.eclipse.org/forums/index.php/t/198527/ , it's far simpler
to just start with the current 2018-12 release of Eclipse as well.

Here's the link for what looks like the same package in the current release:
