CVS automatic changeset management broken? [message #1801179]

Eclipse 2018-09, can't get changesets to be created automatically in the Synchronize View with active task context. The corresponding option is enabled in preferences. Mylyn CVS Versions Connector is installed, version 1.16.0.v20170629-1738. This works with Subversive just fine. Any suggestions?
