I've been looking at the code, reading the wiki and I do not understand the difference between a shared and local bundle pool. Is it possible to describe the differences?

If you look at the packages you can download, those are examples of that structure:

In the simplest terms, a bundle pool is a folder with subfolders for "features" and "plugins". With a local bundle pool, those two folders are co-located within the installation, i.e., nested under the "eclipse" folder beside the "configuration" folder. In the shared bundle pool case, the pool is separate and each installation shares the features and plugins with other installations.

The installer can create either structure, though obviously the non-shared/local pool structure involves a great deal of duplication across multiple installations.
