So as the title state I can't even get the installer to run. I download the installer from https://www.eclipse.org/downloads/download.php?file=/oomph/epp/photon/R/eclipse-inst-linux64.tar.gz I then extract the .gz file using 7-zip, then extract the installer file. But that just shows me all of the files in windows explorer. How do I run this thing?

When you mention Windows explorer so I have to wonder if you are are Windows. If so, you should download the version applicable for your operating system from:

https://download.eclipse.org/oomph/epp/photon/R/?d

From which page did you get the link to https://www.eclipse.org/downloads/download.php?file=/oomph/epp/photon/R/eclipse-inst-linux64.tar.gz ?

Wouldn't it be better to install the latest version of Eclipse from https://www.eclipse.org/downloads/ ?

That page (at least for me on Windows) points at https://www.eclipse.org/downloads/download.php?file=/oomph/epp/2018-12/R/eclipse-inst-win64.exe

Justing pointing out that it appears you downloaded the Linux installer, not Window's...
