Is there an updated set of installation instructions for EPF Wiki for either Ubuntu 18.04 or Windows Server 2016?

Most of the services mentioned in the current installations guide are either unavilable (Windows WebMatrix) or have been updated to newer versions (Ruby, Rails, Rake).

Any insight is appreciated.
