Since I am having trouble installing the current and previous versions of Eclipse, I decided to try Oxygen.

It tells me that I have Java V1.6 and need at least V1.8

But I have 1.8 that was verified by going to Java in Settings.

Thoughts?

Do you have the JRE or the JDK? You'll need the JDK.

Yes that was it, I had updated JRE and not JDK. Once I did that it went in just fine!
