Dashed yellow underline blinking all over code randomly [message #1793021]

When I open a file, sometimes dashed yellow underlines on certain things (like variables in PHP) will just blink, sometimes they'll stop blinking, then eventually they'll all stop blinking and a bunch of yellow validation lines disappear from the right-side bar...

What am I seeing here? Does it just initially think there's all these validation problems then eventually figure out there's way less?

Not sure if the blinking means anything or if I just need to wait for it to finish before checking or typing code.
