when installing Eclipse, where does (web URL) it pull additional files from so that we can white list the domain.

There are a bunch of URLs and they change over time as there are new releases because many URLs point at a composite repository that in turn point at one ore more simple repositories. Can't you just white-list http://download.eclipse.org/*?
