I lengthened the timeout to 2 minutes and still received the timeout error message. Also removed and re-installed Eclipse. I couldn't find an answer through a regular web search.

Tomcat will start from a command prompt.

My last hope are the experts. Any suggestions?

CONFIGURATION:
WIndows 10, Tomcat 9, Eclipse Java EE IDE for Web Developers.
Version: Oxygen.3a Release (4.7.3a)
Build id: 20180405-1200

ports 8080, 8080, 8009

ERROR MESSAGE:
Starting tomcat at localhost has encountered a problem. server tomcat at localhost was unable to start within 45 seconds.

I fixed the problem by removing Tomcat and Eclipse. I re-installed both (using the Eclipse installer for the JEE IDE) and left all the default settings as-is. Now it works.
