How do I add toolbar actions to a specific ContentOutline page [message #333857]

I have extended ContentOutlinePage and want add my own toolbar actions. How do I enable this using the new command, handler, menu etc. protocol so the actions only show up on my pages?

I know I can do it by hard coding toolbarcontributions in the class but I want to as much of this as possible in the plugin.xml.

i am using 3.3
