New Build on Ubuntu 16.04 - Web services not loading [message #1782657]

I have a clean successful install on Ubuntu 16.04. According to the documentation, web services should be running and listening on port 8080 for Paper UI. I would also expect to see a port listening for the rest API. When I issue a netstat -lpn, these ports are not listed. I also notice that NPM and Node are not loaded. Are there additional steps I need to take in order to initiate these services?

Can you please explain the all steps that you have done (as much detailed as possible) to setup your ESH development environment?
