Report designer is not working in Eclipse [message #1780701]

I installed Eclipse Neon.3 Release (4.6.3) and tried to open a BIRT report from http://www.eclipse.org/birt/resources/documentation/tutorial/customers.rptdesign It opened OK yesterday, but today it did not. It opens in XML view and not in report designer.

I see an Error Message "Could not create the view: org.eclipse.birt.report.designer.ui.attributes.AttributeView"

What could have caused this and how can I fix this?

Any advice would be appreciated.
