I am currently working with Eclipse Neon.3 Release (4.6.3)

Our security people has limited a great number of websites that can be accessed from our workstations. I am finding that I can only update Eclipse from certain mirror sites. More often than not the site that the update process picks will fail. Is it possible for me to provide a list of URLs to avoid when performing an update? I never know which ones will work. It would be more difficult to have to tell Eclipse which sites are good, but if I have to I'll do that.

In the Installer' Advanced Mode (you can switch to it via the upper right menu) you can uncheck "Mirrors" on the Confirmation page. Have you tried that? I.e., you can only control whether mirrors are used, but not which mirrors.
