I assume you do not mean prgrammatically.
To do manually:
1. Create your own perspective (Window / Save Perspective As...)
2. Open it using the 'Open a Perspective' button on the left toolbar
3. Close those perspectives that you do not want (Java, Resource etc.)
Next time you open Eclipse it will come with your own perspective only.

From a user's perspective, that's the beauty of Eclipse - entirely
configurable.
Though as a fascist plug-in developer I hate it as I cannot control the
user!
