The URI combo is empty when pushing a change to a Gerrit Code Review Server [message #1778758]

When pushing a change to a Gerrit Code Review Server, it is empty in the URI combo. I found it is said can select a URI in guide.

Can i ask the problem reason and how to fix it ? Thanks.
