I get the following error when trying to install a GlassfishTools update.

This is not a JDT question. Also, I'm not sure where "oracle.eclipse.tools" comes from but the namespace suggests it's not hosted by Eclipse. In Window ->Preferences -> Install/Update -> Available Software Sites must have an update site enabled that is the update site from which you can update this thing.
