Hi, I'm making a package to distribute "Eclipse Oxygen" to local computers in our domain (with non-admin logged on users).
Is this possible to do?

The Eclipse packages are all available as compressed archives (zip/tar) via https://www.eclipse.org/downloads/eclipse-packages/ so of course you can redistribute those. You could also create an installation and archive that for redistribution. Or you could use the installer configured to use your own product catalog that installs only and exactly the things you want installed: https://wiki.eclipse.org/Eclipse_Oomph_Authoring
