From sourceforge.net/projects/shelled/:

Quote:
Project is part of Eclipse.org DLTK project. Check source code at http://git.eclipse.org/c/dltk/org.eclipse.dltk.sh.git/ .

So you can simply install it the usual way.
Go to Help -- Install new Software:

  • Work with: select your Eclipse base version i.e. Oxygen - http://download.eclipse.org/releases/oxygen or simply --All Available Sites--
  • Search for Dynamic Languages Toolkit
  • select Dynamic Languages Toolkit - ShellEd IDE for installation
