It could be nice that the commit text area can be prefilled with some of previous commit message.

This feature exists for the subversive plugin (for SVN) and this is very useful for reusing previous comments as template.

This is implemented, did you notice the little light bulb next to the commit message field in the staging view ?
Set the focus in the commit message field and click CTRL-spacebar then you should get a dropdown with the last 10 commit messages.
Content assist is also available for file names of files touched in the commit to be created.
