When I install eclipse neon 4.6.3 version i cant find windowsbuilder and then again click for new software from help and from then when i click on install new software but its not whats the solution?

Eclipse already contains a massive bunch of of functionality but there are many more tools like the Window Builder you need to install on top. This is how you install new Eclipse components:

Goto: Help -> Install New Software...
This opens a new dialog. In the top field "Work with" you see a dropdown box with the initial value "type or select a site". That dropdown contains the list of all the Update Sites your Eclipse is checking for updates. For Window Builder you need to define a new update site. Therefore click the "Add..." button. This opens another dialg, where you need to enter the Update Site details. As the "Name" you enter "Window Builder" (actually that value is for your own reference, so Eclipse neither mind typos nor a blank value here). For the "Location" you enter the URL to the Update Site, for Window Builder in Neon it is:
Back to the previous window you can select the Window Builder Update Site from the drop down and start installing.
