Oxygen RC3 does not include IDE for Java EE [message #1766085]

I was looking to download the latest Oxygen build for the IDE for Java EE and noticed it is not available for RC3 but was in Oxygen RC2 and the milestone builds. Was this just a web site oversight or is there a problem with the IDE for Java EE packaging at the RC3 level?
