Generally speaking, RAP complies with that target. But at the end of the day, it fails to deliver the expected experience. It just feels old and just not good enough for web-based desktop IDE. Its ultimate advantage is its eclipse/osgi roots. But if that is no longer a major target for 3.0 then it's no longer major advantage either.
On the other extreme, the too web-ish IDEs are also not desirable. Simplicity is always welcome but the complexity of a full-fledged design tool is just there, and the web consumer general rules simply do not apply to the fullest. Thus we need something that lives in the web, but provides ultimate, fast speed, high performance, no glitches experience for a developer. That's what we call "desktop grade experience"
We need something with more fresh looks, more contemporary, something that feels native in the desktop.
Also this "something" needs to be mature enough. We want to jump on the train immediately without the necessity to build it from ground up for a year and stabilize it for two. We aim at stable, mature and proven environment that we can extend and customize as appropriate.
