I have a system with two users. I installed Java and it installed in the program files portion of the system hard disk. However Eclipse installed in the user/username folder of the person who downloaded it. Is there a way to install Eclipse in the program files so the one copy may be used by both of us??

Yes, Eclipse supports creating a shared read-only installation. If you use the installer, you can of course change where you install to. If you want to install it somewhere that's read-only to the users, you'd need to run the installer with admin privileges. Keep in mind that by default the installer uses a shared bundle pool, so you'll want to be careful where you put this pool; it should also be read-only to the users, or you should install without a bundle pool (via the menu of the installer you can control both). If you unzip a packaged zip file, you of course can control where you unzip it.
