I keep wondering why the error message is being displayed, is it possible to change the location of the path it is looking for please?

This is Eclipse PHP Mars, downloaded at https://www.eclipse.org/downloads/index-developer.php?mars.

Perhaps you already have a -vm argument in the eclipse.ini and you installed a new version of Java that's in a new location. Unfortunately the Oracle installer removes the old version when you install a new one.
