If ShellEd IDE is installed and the Search (Ctrl-H) is used just the 'Scope' frame is visible.
index.php/fa/26688/0/

When switching between the pages the 'Search string' section becomes visible.

After uninstalling ShellEd the issue is gone.

I have installed version 5.5.0.201605241149 on Neon but I noticed that issue earlier on Mars.
