Since all it does is to show the processes that are launched (whether
they are debugged or not), isn't that "Process view" (or something
similar) would be more appropriate than "Debug"?

I don't remember exactly but I think it is strictly historical naming.
But the view does show quite a bit more than strictly the processes that are
launched when you are in a launch mode other than Run.

The implementation class is called
org.eclipse.debug.internal.ui.views.launch.LaunchView
:-)

If you feel strongly about it log a bug report to suggest the change.
