We've been launching our tycho builds for many months in a row without any problems, but since yesterday these builds always fail (or end successfully after a lot of time) because of slow eclipse.org downloads. To be more specific the build was struggling with http://download.eclipse.org/tools/orbit/downloads/drops/R20150821153341/repository/ and http://download.eclipse.org/releases/mars/201602261000/.
We are currently trying to determine if this is (1) a download site problem, (2) a local network problem, or (3) a build machine problem. To cover for option (1) my question on this forum is: are there other people having similar problems these days ?

I had the same issue sometimes. It seems there are general issues with the Eclipse infrastructure these days.

What is the preferred way to copy the internet artifacts/p2 repositories to a local network ?

Typcially by mirroring the p2 repository. There are some articles about that online I have found in the past.

Probably you were suffering from the lack of mirrors:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=497732

This was causing the main download server to become overloaded. It's
fixed now.
