For the past two days I've been trying to install the 64-bit version of Eclipse Neon for Java developers.
First tried using the recommended installer, which seemed to freeze, then after giving up on that, tried downloading the standalone installer.
Browsers on two systems in two different physical facilities are reporting 12+ hour download times, and often report network errors with the download.
The Eclipse Neon installer version was reporting extremely long delays in downloading various components.
Is this just a case of overloaded servers with zero mirrors? I'm working on Salesforce extensions and didn't count on it being a multi-day effort just to get Eclipse installed.

By standalone installer you mean directly trying to download one of the
zipped packages?

The package downloads should give you a choice of mirrors. Do several
of the mirrors behave so poorly?

Yes, though it generally shows the URL of the server involved. Certainly
Neon has been well mirrored, so it should be downloading bundles
primarily from the mirrors...

There should be many mirrors for Neon.

If the page shows empty in your browser (as it does for me with Firefox)
try "View Page Source".

If all mirrors are very slow, perhaps you're behind a corporate firewall
that's doing extensive processing (virus scanning on?) on all such
network traffic.
