Hi Mike,
Which version of Sirius do you use ? On which version of Eclipse ? From
the version shown in your aird extract, it should be Sirius 3.1.x.
I tried with Sirius 3.1.5 on Mars.2 and Sirius 4.0 RC3 on Neon RC2 and I
was able to create a modeling project (and also an Ecore Modeling
Project) , activate the viewpoint provided by EcoreTools and play with
some diagrams on your model without any issue.

You might launch a runtime in debug mode, try your scenario in the
runtime and suspend it when you get stuck at 74% to see where is the
potential deadlock.
Note that I rechecked with Sirius 3.1.4 on Mars.2 and Sirius 4.0.0RC3 on
Neon RC3 I do not have your issue.
