Is there a way to influence in the setup definition what will be the the selected Stream by default when a project is added to the list?

I have the feeling that the last choice of the user is selected by default, but what is the logic when it is the first time a project is added to the list? If I want to test it, what should I do to reproduce what new users see? Clean something in the user setup file?

The file ~/.eclipse/org.eclipse.oomph.setup/setups/catalogs.setup stores
for each product and each project, the product version or stream most
recently selected for that product or project. Deleting this file (or
elements within it) will recreate the original user experience where the
default must be computed, which is generally the first product version
or first stream in the product or project. Note that this file also
records which product or project catalogs the user has selected to see
on the product and project pages.
