How is it possible to launch the system webbrowser with a specific url?

Since it is launched if i select a html or xml file within any perspective
(because it is the default system editor) there should be a way to do it.
I didn't find anything about this problem within the documentation or on
the web.

If you mean programmatically launching a url see the following article
