Binding to function doesn't appear to execute function [message #1716551] |

For some background, I use the Emacs+ Eclipse plugin. I also customize the key bindings for functions provided by that plugin. Emacs+ provides a way to directly execute functions, bypassing key bindings.
I have several binding key sequences that begin with "Ctrl-;", almost all of which work perfectly fine. One of those bindings seems like it's not executing the function. The result of the function is copying something to the clipboard. I can directly execute the function using the Emacs+ mechanism, and it works perfectly fine. I can also go to the "Keys" preferences page and verify that my key sequence is bound to that function. I can also use an Emacs+ function for listing bindings to verify the same thing.
I had originally assumed that this problem was an issue with the Emacs+ plugin, so I posted the following note in the relevant forum: https://groups.google.com/forum/#!topic/emacsplus/Tf0VyFly8dY .
The author of the Emacs+ plugin responded to this (as you can see), saying that this doesn't appear to be an Emacs+ problem.
When I view the "Keys" preferences page, I find four entries with the command name in question. Two of them are in the "Edit" category, and two in the "Source" category. Only one of these entries (one of the "Edit" ones) has the binding set, and the "When" is set to "In Windows". I've tried to set the binding on the other three entries, but this has no effect, and it also causes those other entries to appear in the "Conflicts" list in this dialog.
As described in the forum note, I can repeat this on both Luna.2 on Win7 and Mars.1 on Linux (CentOS/Gnome).
I've looked in the log files on both platforms, and there doesn't appear to be anything relevant.
What else can I do to get more information?
