The overlord has decreed that all development is in a walled garden. Any pointers on how to get updates/plugins downloaded for sneaker net into the garden?

Overlords don't tend to look favorably on their directives being circumvented. Check if the project you're interested in offers downloadable builds or proper Update Sites. If it's builds, how you install and use them may vary.

No circumvention intended. The gate checks, inspects, smells, logs, tags, etc, all sneakers. New sneakers get put in there own sandbox.

Most plugins I have seen do not have download as an option.

Just wondered if this has been worked out in a systematic way?

Tony,

If the overlords approve of something being installed, they could allow
you to create an internal "approved" mirror containing the necessary
bundles.

Then you can install from that mirror exactly as you would from the
internet hosted repository.
