How to disable open perspective button in eclipse mars? [message #1706018]

Hi, I am migrating from Eclipse 3.7 to Eclipse Mars. Previously in eclipse 3.7 I can use SHOW_OTHER_IN_PERSPECTIVE_MENU to disable and enable the user to open perspective, but now in eclipse Mars it seems like the preference is not working anymore.
Is there any other ways in Eclipse Mars to disable the open perspective button at perspective bar?
