So, I don't know anything about web servers and how to set them up and I'm trying to find a way to use ECF to have a workspace where both myself and a friend can work on our project at the same time with everything in sync. It sounds as if you are interested in using the ECF 'DocShare' real-time shared editing capability (i.e. sharing and eclipse editor). Here's a page on it:

It should be possible to use DocShare over public IM services...such as google talk. I say 'should be' because it is possible that google talk has made it impossible and ECF hasn't been able to actively maintain and continue to test DocShare over the past few years, so it's a bit of an unknown whether it will continue to function as per the video over public services like gmail/google talk.
