Every link I go to says "The requested URL /pub/eclipse/technology/epp/downloads/release/mars/R/eclipse-php-mars-R-win32-x86_64.zip was not found on this server."

For example, from north america only one mirror work correctly: University of Waterloo Computer Science Club and also Main Download Site.

same here for Linux 32 or 64.
Master download button does not work either.
Thanks for pointer to Waterloo.
