Hi Oleg,
Oomph offers Setup Tasks for all of the things you want to do. There are several ways of doing that with Oomph,
differing mostly in where you would store these Setup Tasks (e.g. as a product/package, as a project or purely in your
user.setup file). I think you should first read the Oomph Author's Guide: http://wiki.eclipse.org/Eclipse_Oomph_Authoring
I'm sure it would also help to look at the existing product and project models. If that doesn't answer all your
questions, it would be good to post them on the Oomph forum: http://www.eclipse.org/forums/eclipse.oomph
