I would like to create and replace the Eclipse iconset (the icons used in Eclipse user interface) with something more modern, clean, minimanlist and monocromatic.

How could I do this?

There's not really a practical way to do that. Every plugin contributes its own icons, although there are some shared ones from the "core/platform" plugins. Those icons are packaged inside the plugins' JARs and this not easily replaceable.

If you wanted to contribute to specific plugins by offering to update their icons, I'm sure the help would be welcomed. But you'd have to identify parts of Eclipse to focus on and engage that development team.
