Can we outsource the import order formatting as a library, similar to how the style formatter is already available: Package org.eclipse.jdt.core.formatter.

An usage example of this is: hibernate-tools; which on it's own is used by the IDEA plugin Eclipse Code formatter and the gradle format plugin.

This would make the package complete Smile
