We do not have such a document. We implement services as we need them.
We will have a Log service, maybe something for Preferences and Users but
unlikely a Http Service.
However if you want to contribute others you are welcome.

minor correction, we do not plan on implementing an OSGi log service.
Eclipse has some logging technology but the OSGi log service forces the
handling off all Framework (and Bundle?) events. This is overkill for what
we need. If the spec left room for us to ignore these we would do our work
as an OSGi log service but my reading of the spec does not reveal such a
hole.
Sten, what sorts of services are of interest to you?

Absolutely. There is tons of potential here. We just don't have time
adopt/exploit OSGi services/function throughout Eclipse for 3.0. However,
this is clearly the direction we are pushing for future releases. It is
quite a challenge as we need to ensure that current Eclipse plugins continue
to work and that the migration path is not too difficult.
BTW, I know that there are others interested in putting the OSGi framework
on PocketPC for instance. For context, this is not much of a stretch since
the current framework implementation is actually an open sourced version of
a real embedded OSGi product. We are interested to talk with people wanting
to push in this direction.
Also BTW, we are seriously considering adopting the OSGi prefs service as
the underlying implementation for the Eclipse prefs mechanism. I believe
this is detailed on the Core team's web page.
