Hi,

We have removed com.ibm.icu from the target-platform and also updated
the default e4fx.feature so if you use that base-feature for your
application you are NOT affected by the change.

If you have com.ibm.icu in your feature please replace it with
com.ibm.icu.base.

If you for whatever strange reason you require the *com.ibm.icu*-bundle
you need to grab that yourself from orbit and unfortunately can not use
our base feature.

We highly doubt anyone uses that and getting rid of 11MB download size I
think justify the extra hoops you need to jump through now.
