Afternoon all,

I received this email in the news@eclipse.org inbox and was wondering if
someone could enlighten me with a response.

Hi,
BearingPoint has recently been retained by Merrill Lynch to assist with its
DST rules changes remediation efforts. As you may know, beginning in 2007,
DST for the US, Canada and Bermuda will begin on the second Sunday in March
and end the first Sunday in November. This differs from previous years when
Daylight Saving Time began the first Sunday in April and ended the last
Sunday in October. As a result of this change, systems need to be patched to
recognize the new time change dates.

On behalf of Merrill Lynch, we have a few questions regarding Eclipse 3.1:
1) Is your organization thinking about or planning for the technology
changes required by the change in Daylight Savings Time?
2) If yes, what have you done? If no, why not? Do you plan to in the future?
3) When is the expected remediation completion date? Are your fixes expected
before the March 11, 2007 target date?
4) Are patches (if necessary) available, for clients and/or vendors? When
will they be available and how can users deploy and test them?
5) Will your organization be issuing a formal notice to customers regarding
your DST remediation efforts? If so, please attach a copy to your reply.

I can't think of any reason why Eclipse technology would be concerned
with the DST change. Eclipse relies on the operating system and the JVM
to supply it with date/time information, so whatever the vendors of
those technologies do would bubble up to Eclipse.

This seems like one of those lawyer traps.

If a friend of mine were asking me whether Eclipse has a DST problem, I'd
say just what Eric did, perhaps qualifying it by saying "this problem is
fixed in the latest patch versions of Sun JDK 1.4, 1.5, and 1.6, so just
make sure you've got an up-to-date JDK and you'll be fine."

But if a lawyer were asking me, I'd say "Eclipse is a large and
constantly-changing project with distributed design and development roles.
It is not economically possible to prove beyond all reasonable doubt that no
one in the Eclipse community has implemented their own DST rules; if they
have, it is likely that they are incorrect. There is no way to know what
functionality would be affected."

Of course, for all I know the EMO has got someone systematically searching
the code for possible DST rule implementations. But I doubt it, and I sure
hope not :-)

As an easy answer simply say "Open a Bug about it" or "It is open
source, if you find it, you may implement it yourself" ;)

It's just one of those consulting questions.

You should also redirect the person to the newsgroup.

Since there is no active development or maintenance activity on Eclipse
3.1 at all, I would say: No, we're not doing anything, don't plan to do
anything, have no expected completion date, are not creating patches,
and won't be issuing a formal notice. Then again, we don't even know if
there is a problem... it's likely there isn't. Of course I don't speak
for the "organization", and I'm not a lawyer ;)
