/my.plugin.dir.doc.nl_1.0.0/nl/fr
etc...

with the usual fragment.xml, plugin.xml,
plugin_de.properties in the plugin root and a book.xml
and some toc*.xml in the language dirs.

All is fine and working but I can't point to
the index.html in the "common" api dir in the
plugin-root-dir and I don't find a solution.

How can I do this?
