One Rectangel is fix with a Label
and in this Rectangle are any more Rectangle's (only with text).

Now about the Property I should change the Location from the inner
Rectangle's for the corect position.

-How can I reach the Property Data?
-Wich Layout I should use or how can I do this?
(Costumer Layout) or over (EditPolicy)
