It used to be on the Servers preference page, but in 3.0M4 this setting
has been enhanced to be per server. Double click on the server in the
Servers view and go to the Automatic Publishing section at the top of
the right column in the editor. Depending on the width of the server
editor window, you may have to horizontally scroll to see it.
